Why are the helium and neon located in the same column of the periodic table?

Elements in the same group have similar chemical properties because the atoms of those elements have the same number of electrons in their outer shell.

Are helium and neon reactive?

The atoms of helium and neon have their valence shell completely filled with electrons. The number of valence electron is 8. So they do not show any reactivity.

Why are helium and neon so special?
