Does an ammeter have a voltage?

In order for an ammeter to measure a device’s current, it must be connected in series to that device. They must not be connected to a voltage source — ammeters are designed to work under a minimal burden, (which refers to the voltage drop across the ammeter, typically a small fraction of a volt).

An ideal ammeter is an ammeter whose resistance is zero thus giving the user zero error in measurement. Practically there is no such conductor whose resistance is zero. But ammeters have very low resistances which causes very low error and which can be negligible.
