Can I use 2A cable on 3A?

3A cable simply it means the cable can withstand if current draw at 3A (theory measure) if the current draw goes over than 3A it will get heated up and burnt (damage). Therefore 3A cable simply good for 2A/5, 1A/10, and 3A/3v all perfectly fit in the current draw. No problem. If the cable is “too good” that’s fine.

Can I use a 5V 2A charger with a 5V 4a device?

As long as the voltage matches that expected by the connected device, then yes, you can use an AC adapter capable of providing higher amps.

What is the difference between 5V 1A and 5V 3A battery?

A charger with 5V 1A battery will charge the phone slowly and might affect the battery life of device but the charger with 5V 3A battery is over the limit 2A. The battery can take maximum 2A current supply if more than this supply is given it would harm the battery.
