Can Ethernet cable carry TV signal?

The answer to the question you asked is no. There is not a device that can send coax signal over ethernet cable. You may be able to get crafty and build your own solution, but you would need to make sure your cables were able to carry the signal and even at that, you would probably get a lot of interference.
