Why is that Gohan was born with a saiyan tail but Trunks and Goten were not?
An in-world exploration is that Gohan is in the minority when it comes to hybrids having tails. It’s probably a recessive gene among hybrid saiyans evidence by the fact that Trunks, Goten, Bulla all don’t have tails at birth and they’re all hybrids.
Why did Gohan and Goten not have a tail?
Gohan is a half saiyan and had a tail but Trunks, Goten, and Bulla had no tails but were also half saiyan. Other then this I dont know why Trunks wasnt born with a tail: Akira Toriyama said that tails are a resessive trait in half saiyans. So basically Gohan just got a resessive trait.

Because of this, when the two races are mixed together children with formidable power are born. Particularly, those Halflings born without tails hide an exceptional battle power.
Why do Goku and Vegeta not have tails?
Simple. Because they have no use for them. Their tails were only useful because during a full moon it allowed them to get a 10 times power boost by transforming into a great ape. And ever since the frieza saga, Goku has had super saiyan, which is a 50 times multiplier.
