Why does the sunrise at different times in the same time zone?

Instead of a perfectly-circular orbit, Earth’s orbit around the Sun is slightly elliptical. The combination of Earth’s elliptical orbit and the tilt of its axis results in the Sun taking different paths across the sky at slightly different speeds each day. This gives us different sunrise and sunset times each day.

Why is the Sun up sometimes but not other times?

The sun stays in its position at the center of our solar system. It doesn’t rise and set. But it appears to rise and set because of the Earth’s rotation on its axis. It makes one complete turn every 24 hours.
