Why does the bolt lock back when empty?

If you are referencing on a semi automatic weapon like an AR-15, there is a “follower” in the magazine that pushes up the bullets. When the magazine is empty, the follower pushes the bolt catch, locking the bolt to the rear. The bolt locks back when the last round has been expended.
