Sinestro released Parallax from the batteries, but intended to join with the entity because of his control over fear, but was stopped by Hal, who joined with Parallax and managed to stop The Spectre.

Why did sinestro leave the Green Lantern Corps?

He believes that it’s acceptable to give up free will in order to gain safety, which he’s forced his planet Korugar to do (This lead to his departure from the Green Lantern Corps), he maintained a police force of constructs on his entire planet using just his will. His planet and sector had virtually no crime at all.

Why did Hal join the Sinestro Corps?

Sinestro managed to convince Hal Jordan that fear is more effective than will power, thus making him give up the power of the Green Lantern and accept the yellow ring of fear, joining the Sinestro Corps.
