Why can Neo see the code?

Once his mind is up and running as The One’s – Neo is now able to look past the physicality of each object in the Matrix and see it for what it truly is – bits and pieces of code – each designed for some purpose. The agents are also programs – and hence their code representation is what Neo is able to see.

Why does Neo have power outside the Matrix?

Neo has carried, since his conception, the Matrix’s source code known as the Prime Program. This gives him the ability to freely manipulate the simulated reality of the Matrix, similar to the authority a system administrator has over a given system. He manifests these abilities as various superhuman powers.

How could Neo see after being blinded?

By going blind, Neo obtains a “third eye” through which he can perceive the true nature of things, instead of being fooled by their external appearances.

But I think the choice to show the same falling-symbols visual as that on the external monitors, is meant to show Neo fully breaking free of the boundaries of the Matrix in a way that no other connected human can. It is like using a debugger. Neo does not only see the things in the matrix, but the inner mechanics, which make them tick.
