Although Dr. Manhattan has recently been depicted by DC as vastly more powerful then he was in Alan Moore’s original Watchmen he is still multiversal at best whereas Cosmic Armour Superman exists outside of the DC multiverse and is a literal plot device so he should take this battle with relative ease.
