If Tyrion did not come up with and execute his wildfire plan, this was what would have happened: Stannis’ fleet takes full control of the Blackwater river. Most of the fleet stays to quickly ferry the whole of Stannis’ army across the river. But some ships are sent further up the river to scout and gather intelligence.
