If they didn’t, our society could not operate properly. There would be no laws, rules or regulations regarding the environment, traffic safety devices, or repair of streets and roads. Sidewalks wouldn’t be shoveled and open to the public. Crimes would be committed, and there would be no punishment or rehabilitation.

Laws provide a framework and rules to help resolve disputes between individuals. Laws create a system where individuals can bring their disputes before an impartial fact-finder, such as a judge or jury. There are courts at every level, from local to federal, to decide who should win in a dispute.

Absence of rule of law implies the absence of a legislature, judiciary, and a legal administrative and enforcement system. On the other hand rule of man is associated with the lack of a legal system, that is, lawlessness.

The absence of the rule of law generates uncertainty in a person’s formal legal standing, frustrates their expectations and expresses fundamental disrespect to the individual (Raz, 1979: 221–222).

A society cannot live alone; it must contain people of different ages and types. And when diversity exists, chaos can certainly take place. If no law is formed in society, different kinds of social problems like slavery, hierarchy rules, partition, and domination will be raised.

It is important to establish human laws for every society and every community. The law can strictly maintain human rights and control the violation with a hard hand. A society cannot live alone; it must contain people of different ages and types.

The objective of law is to bring order in the society so the members of society can progress and develop with some sort of security regarding the future. The state makes laws. Disobedience of state laws invites penalty, which is enforced by the government by the power of the state.

But a standardized law system is needed for a society to function properly. It cannot operate with the variability of natural law. This is the place man-made laws come in. Human law is a kind of law that is regulated and conduct by a human. To avoid chaos and form a better society there is certain law enforcement to create some law.
