What is outbound port rules in Azure?
Outbound rules allow you to explicitly define SNAT(source network address translation) for a public standard load balancer. This configuration allows you to use the public IP(s) of your load balancer to provide outbound internet connectivity for your backend instances. This configuration enables: IP masquerading.

How do I create an inbound port rule to allow port 8080?
The easiest way is to search for Network Security Groups in the search resources bar. If there is an existing NSG, click on it and find inbound security rules from the settings. Then add an inbound rule with your desired port. For example, I opened port 8080 on my VM with settings shown in picture below.
