What happen if we give 220 volts DC supply to D bulb R tube light?

Normally they have low resistance. When DC supply is applied, due to low resistance, the current through lamp would be so high that it may damage the bulb element.

Are halogen bulbs AC or DC?

The lamps can be used on AC or DC. They work on both.

Can you plug DC to AC?

Generally speaking, substituting an AC supply with a DC source with the same constant voltage as the RMS voltage will be OK, but there is a chance that the device will be designed for voltage closer to the AC peak voltage. To be sure, you can use a DC supply closer to 1/(. 707) = 1.414 x RMS voltage.

The main component is the X-rated AC capacitor, which can reduce the supply current to a suitable amount. These capacitors are connected line to line and are designed for high voltage AC circuits.
