Was Neo actually the chosen one?

Neo wasn’t chosen. He was the result of a systemic anomaly. Normally, other anomalies in the past never fell in love with anyone. Hence they chose to pick 23 people from Zion to restart.

Did the Oracle know Neo was the One?

The Oracle’s role was not to tell Neo that he was the One, but to set him on the right journey. She had to set him on an adventure of self-discovery. One final point to make comes right after the Oracle tells Neo that he’s waiting for something.

Is Agent Smith actually the One?

Agent Smith, on the other hand, as part of the Matrix code was actually created (or born) inside of it. The One is also able to manipulate the code of The Matrix. While Neo can do this, so can Smith. So basically, Neo isn’t so much The One, as he is the conduit by which Agent Smith is used to be the One.

Why did the Oracle tell neo wasn’t the one?

The oracle told Neo he wasn’t the one so that he would think that his life wasn’t irreplaceable. This prompted Neo to go on an attempt to save Morpheus. The oracle had told Neo that he’d have to choose between Morpheus’ life and his own.
