Is UV required in RO water purifier?

UV purification or disinfection is the best option (for water with a low TDS) to get rid of microorganisms like bacteria, viruses and cysts without removing essential minerals that are in your drinking water.

Can we use RO without membrane?

No membrane, no need for waste water (aka brine). Given the appropriate control system, the waste will be only about 3X the water actually used, which for most is very modest in gallons per day. Note that the brine is not very briny, and could be used for other purposes if captured.
