The standard Surface would be too underpowered for doing any serious development. The Surface Book should be compared to an Apple MacBook, and providing its equipped with a decent 16GB of memory, then you should have a seriously capable machine, able to run two or even three virtual machines with compilers/debuggers etc.

Is the Surface Pro 4 a good machine for software development?

Yes the only really developer suited machine from Microsoft. The standard Surface would be too underpowered for doing any serious development.
