How did the Czech Legion come to be in Russia?

Russian victories over Austria-Hungary, particularly early in the war, soon yielded a pool of prisoners of war (POW), and in 1916, Russian authorities began to recruit from Austro-Hungarian POW to grow the Czechoslovak Legion, adding two regiments. By the end of 1917, the Legion in Russia had more than 60,000 soldiers.
