Does UC look at unweighted GPA?

For application evaluation, the UC campuses look at the weighted and unweighted GPA (competitive UCs like Berkeley and UCLA look at FULLY weighted and unweighted GPA).

What if I have a lower GPA in one college can I start fresh in a new college?

A GPA lower than that could lead to catastrophic results. Starting over in college is possible via the Fresh Start Policy. The name may slightly vary from one institution to the next, but the fact remains that it allows students to have the opportunity to improve their GPAs.

How do UC look at GPA?

The UC schools calculates their own GPA based on the rigor of the courses you take and your grades from 9-11 grade when you submit an application. When schools look at GPAs, they put them in buckets so to speak—say 4.0-3.7, 3.6-3.4, 3.3-3.0, that kind of thing.
