Is vivec alive during oblivion?
Vivec disappeared around the end of the Third Era during the Oblivion Crisis under mysterious circumstances. Though magical inventions were made to support Baar Dau in Vivec’s absence; the meteor eventually fell in 4E 5, resulting with the destruction of Vivec City, and another eruption of Red Mountain.
What happened during the Oblivion Crisis?
Not much is known about the Oblivion Crisis in the other provinces, though two of them, Morrowind and Skyrim, were mentioned as being hit hard. Reports from Skyrim indicated massive numbers of Daedra overwhelming the natives. Morrowind was also endangered, though more due to infighting than the number of Daedra.
Keep in mind that the eruption of Red Mountain happened quite some time prior to Skyrim. It’s been at least 160 years since the destruction of Vivec City, and it’s not clear what sort of shape Morrowind is in based on the lore in Skyrim.

In Cyrodiil, the city of Kvatch was entirely destroyed. The Empire earned the hatred of the Dunmer by pulling Imperial forces out of Morrowind during the crisis in order to better protect Cyrodiil.
