Could we increase the gravity on the moon?

If you decrease a moon’s radius while keeping the mass constant then the surface gravity increases. You can do this by transmuting the moon’s light elements into denser elements. Human beings can already transmute some elements on a small scale.

What would happen if the moon spun the other way?

The Moon does rotate. The time it takes to do so is the same as the time it takes to make one complete orbit of the Earth, hence us always seeing the same hemisphere of the Moon. If it rotated faster (or slower, in fact) then all that would change is that we would get to see the whole surface of the Moon.
