Baby birds choking on uncooked rice is highly unlikely. Rice should not cause any problem to baby birds. Larger birds such as doves and pigeons eat rice as a whole grain, but their esophagus is much larger. Breeding birds are expected to bring only a small amount of rice to the chicks anyway.
