Can you create water in a person DND?
No. An open container is an object, not a creature. Creatures are not objects, so the targeting the creature’s mouth (which you also can’t target because there aren’t rules around targeting specific body parts) isn’t an option.
Can you use create water to drown someone?
No to the first, can’t create it within the creature. As to the second, if you could drown a creature by creating sufficient water around them… that depends on where we are and how much water*. At 8 gallons per cubic foot, you’d need to be around 144th level to cover someone in a sarcophagus with a foot of water.

How do you get guaranteed damage from holy water?
So effectively, you spend two 1st level spells: one to create the Holy Water, and one to cast Create Water, in order to get the “guaranteed” damage. Since it is a 30 foot cube, I think it’s unreasonable that an enemy in the center would be able to make a Dex save to dodge it.
