Can you charge a 9.6 volt battery with a 12 volt charger?

The answer is no, not directly. If the 12V battery is completely discharged, a 9.6 V battery connected in parallel to it, will put some charge into the 12V battery but no where near enough for the 12V battery to be fully charged.
