Can you build a port and use it in the same turn?
After rolling for resource production, you can trade and build in any order. Naturally, you can trade, build, trade again and build again. You can even use a harbor on the same turn you build a settlement there.
How do ports work in Settlers of Catan?
A harbor is a coastal location that when a settlement or city is built upon, grants the settlement’s owner a trade ratio bonus. When built upon a 3:1 harbor, you can trade 3 of the same resource card for 1 card of your choice from the bank.
Can you build your first settlement on a port?
During the initial placement, you are allowed to place a settlement on any open intersection (as constrained by the proximity restrictions), so you are allowed to place on coastal intersections, so placing on a harbour is a legitimate placement for a settlement during setup.

No. From the almanac, p11: Players with settlements and/or cities adjacent to the target terrain hex receive no resources from this hex as long as the robber is in the hex. That’s it; the robber rules say nothing about maritime trade and the maritime trade rules say nothing about the robber.
