Can I reprogram a wireless mouse to work with a different USB receiver and if so how?

As other answers have said, the answer here is generally no, you cannot use a mouse with a different USB receiver. The only two exceptions I know of are Bluetooth mice (which work with built in Bluetooth or any standard Bluetooth receiver) and mice that come with the Logitech Unifying Receiver.

Can I use my HP mouse with Logitech Unifying receiver?

AS long as you have an available USB port for the “dongle”, it should work fine. Logitech wireless devices can all use the same dongle by telling their software to recognize them; however, HP devices would need their own USB pluggable receiver.
