Can a transparent glass be made mirror?

Yes. The more reflective the paint is, the better, but if you are struggling, you can actually make a mirror with a piece of standard kitchen aluminium [1] foil, and a piece of glass. The trick is to use as flat as possible a back-board.

Perform the fingernail test. Simply place your fingernail on the surface of the mirror. When you touch your fingernail to a second surface mirror, you can’t touch your own reflection; instead, you will see a gap caused by a second layer of glass over the mirrored surface.

How is a one way mirror made?

Originally called transparent mirrors, one-way mirrors are made when a thin metallic, reflective coating has been applied all over the glass. The half-silvered surface makes it so if lighting hits the mirror, half the light is reflected back and half shines through. Because of this, no true one-way mirror exists.
