Are U6 Saiyans stronger than U7?

Theory: U6 Saiyans are stronger (Or at least have more potential) than U7, and the proof is in their tails… or should I say their lack of one. U6 saiyans are a heroic race in contrast to their U7 couterparts, which means that they might have been there to try and stop it, or at least protect war refugees.

Why are Universe 6 Saiyans stronger?

Toriyama revealed Saiyans are born with something known as S-Cells, and the biological blocks can activate the Super Saiyan form if triggered. The more S-Cells you have, the better off you will be. And, as Toriyama went on to say, the Saiyans of Universe 6 have lots of those cells.

So it could be that the Saiyans of Universe 6 are just naturally stronger. This seems quite plausible, especially since they live on a different planet. Whereas most Saiyans were born on Planet Vegeta, Cabba, Caulifla, and Kale are from Planet Sadala, which was the original homeworld of the Saiyans.
