It is more likely that Kuina are twins sisters split apart due to their parents divorcing, Kuina ended with the father and Tashigi with the mother. It would explain why they look alike, Tashigi has the same age as Kuina would have if she lived and why both girls like swordsmanship and are a bit clumsy.
