Are international students eligible for SAT fee waiver?

in most instances, no. The college board, or ETS, (or LSAC, or AAMCAS) don’t give fee waivers to foreign students. They know that so few schools give sufficient financial aid to foreign students, that if you cannot afford to apply, you will not be able to afford to attend.
