As other answers have said, the answer here is generally no, you cannot use a mouse with a different USB receiver. The only two exceptions I know of are Bluetooth mice (which work with built in Bluetooth or any standard Bluetooth receiver) and mice that come with the Logitech Unifying Receiver.
