Did they say fire or loose?

In the modern sense of the verb, yes, you can fire an arrow. However, that sense of the word comes from firearms, and traditionally, you would shoot an arrow, not fire it. “Loose” would be the more likely term.

English longbowmen usually marched with 24 arrows in their quivers. For a set piece battle, they would have two sheafs, each containing 24 arrows for a total of 48, with more in the supply train.
