Can you react to a sneak attack 5e?

Yes! The verbiage 1/turn definitely allows for the use of Sneak Attack out of turn for the rogue if they somehow get a reaction attack (either granted by an ally or by an opportunity attack). Note that this basically limits them to 2x per round since you only get one reaction.

Does sneak attack have to be Dex?

Nothing in the description of the Sneak Attack feature requires you to actually use Dexterity when making the attack/damage roll.

Can you Range sneak attack?

Rogues can use ranged weapons to make sneak attacks. Also, the rogue rules state that: You don’t need advantage on the attack roll if another enemy of the target is within 5 feet of it, that enemy isn’t incapacitated, and you don’t have disadvantage on the attack roll.

yes it does work. you must not have aggro and you must not be further away than 30 feet (thats pretty close and makes it hardly usable). The same rules apply for ranged weapons and sneak attack BUT you also have to be within 30 feet like stated above.

Likewise, a ranged weapon used to make a melee attack (typically as an improvised melee weapon) can benefit from Sneak Attack. Nothing in the rule for Sneak Attack requires the rogue to use a weapon with which he is proficient, nor use it in a specific manner.
