I don’t think it’s NCERT question it can’t be fundamentally wrong as Inter State trade and commerce is very much Union subject at Sr no. 42 of Union list. It is also in the concurrent list. It’s within the competence of Union Government to legislate on the subject. Agricultural is a state subject.
