Why can’t all for one steal one for all?
All For One can steal One For All, he just doesn’t want to. Remember, he created the quirk in the first place. He seems to want to One For All to exist, we just don’t know why. The quirk can only be transferred according to the will of the user. It cannot be taken by force, though it can be forced on someone.
