Can I work on my car on military base?
In the US most bases have a hobby shop for working on vehicles. They are covered and you rent the stall for a small amount each day ( a few dollars). Each stall comes with a small tool box with the basics in it and a ring of numbered tags.

What is a DD Form 788?
When the inspection is completed, you and the inspector will sign DD Form 788 (Private Vehicle Shipping Document) or commercial equivalent. You will be provided a legible copy of DD Form 788 as a receipt for your POV. You may be required to make some modifications prior to shipping your vehicle.
