How do area codes get decided?

By 1947, the majority of the states had one area code with a select few (such as California) getting more due to the state’s size and population, according to telephone researcher Linc Madison. Each state area code was given either a “0” or a “1” for its second digit.

How are landline numbers assigned?

Telephone numbers in the United Kingdom are administered by the Office of Communications (Ofcom). For this purpose, Ofcom established a telephone numbering plan, known as the National Telephone Numbering Plan, which is the system for assigning telephone numbers to subscriber stations.

Who assigned area codes?

In October 1947, AT published a new nationwide numbering plan in coordination with the independent telephone operators. The plan divided most of North America into eighty-six numbering plan areas (NPAs). Each NPA was assigned a unique three-digit code, typically called NPA code or simply area code.

The International Telecommunication Union (ITU) has established a comprehensive numbering plan, designated E. The standard defines a country calling code (country code) for each state or region which is prefixed to each national numbering plan telephone number for international destination routing.
