Can AC run with car off?
You cannot run the AC without the engine running. The air conditioner compressor and clutch are operated by the serpentine belt that runs your other accessories (your alternator, for instance). That means your air conditioner’s not actually on. You cannot use the air conditioner if the engine is not running.
Why is my car AC still running after turned off?
If your air conditioner keeps running when it’s turned off this could be a sign of shorted thermostat wiring. A continuously running air conditioner could also be triggered based on the settings selected for the unit.

When the car is a idle it is most likely not moving. The only air moving through the condenser coil is being moved by the engine fan. That is much less air flow than when the car is moving at say 40 MPH. Less air flow means less cooling for the hot refrigerant gas which means, you guessed it, less capacity.
