Why does Krishna test his devotees?

He wants to see real change from inside. Srila Prabhupada used to say that Krishna won’t give you a test you can’t pass. Krishna told the gopis that the trials and tribulations He puts in the way of His devotees, is only to increase their attachment and longing for Him.

Does Shiva test his devotees?
